E. Ross Downs, Jr., was born in New Orleans,
Louisiana, on December 21, 1967. He is
married to Gina Sanders Downs; they have
five children – Earl Ross, Emily, Evan, Ellis
Kate and Ross Evrett. Ross was admitted
to the Louisiana and U.S. District Court,
Western, Middle, and Eastern Districts of
Louisiana, in 1993. Ross was also admitted
to the Arkansas bar on April 7, 2006, and
admitted to the Mississippi bar on October
11, 2006.
